Leitrim County Council – Pathfinder

Leitrim County Council appointed Mosart to lead its Pathfinder decarbonisation programme across three protected structures on its Carrick-on-Shannon campus: Áras an Chontae, IT Lodge and the Infirmary Building. Developed in response to public sector obligations under Ireland’s Climate Action Plan, the programme targets a 50% reduction in carbon emissions and primary energy use, a minimum BER Grade B, and a clear pathway to zero emissions by 2050.

Retrofitting protected structures requires a level of expertise that goes beyond standard energy upgrades. Solutions across the three buildings included internal natural insulation to stone walls, external wall insulation, triple glazing, airtightness improvements, air source heat pumps, PV panels and upgraded ventilation and building controls. Mosart also led the internal refurbishment of Áras an Chontae, optimising layout and comfort for the building’s current operational demands.

The Leitrim Pathfinder programme demonstrates how deep retrofit and long-term decarbonisation planning can be delivered responsibly in complex, historically sensitive public sector buildings.
